San Rafaels green-building ordinance in effect

Anyone considering a home-improvement project should prepare to spend a bit more green to go green. The city of San Rafaels new green-building ordinance goes into effect this week, and will require many property owners embarking on new construction or renovation projects to incorporate ways to make their buildings more energy efficient into their plans.
